Hatred is usually attributed to another (criminal, enemy, stranger, extremist), and describing something as a matter of hate often involves a call to action: new or more detailed statistics, criminalization or enhanced sanctions, police training. Or a defense of human rights, and it may even involve a call to wage war. The assumption here is that any self-respecting liberal state seeks to instill the values ​​of tolerance and mutual respect, and thus combats the emotion of hatred, whether expressed in word or deed, through various means, not the least of which is legislation prohibiting hate speech and its crime
